No.... its been discussed before... anets allows it, but if you get hacked by it or something, they wont do anything.. be aware

Anet has no problem with people using Texmod since it doesn't really add an advantage in competitive areas. But they won't help you if your game crashes or you get hacked because of it.

It's a third party program that modifies the textures of your game. That's all it does. And anything you modify will only show up on your client; nobody else will see it. That's why Anet lets us use it.
