how do people feel about eye of the north? is it worth buying? what does it add to the game. i have factions what would it add to it?

Its really only useful for PvE - if your more into PvP then miss it.
For PvE you get
Heroes - very useful since you don't have nightfall
PvE skills
some GWEN only skill
Access to Hall of monuments to record your achievments
You won't get any new elites - The drops are not as good as other areas

Eye of the north is about the length of factions, but it has a lot more things to do after you beat it, like dungeons.

I agree with Nugget - loads to do, well worth the $ imo

Consumables are nice little feature as well for vanquishing or even doing dungeons. There are 50 or so PvE-only skills that are Title-mastery-based, and Three different story lines that eventually merge into one. You can stop any of the three story line and pick up a different one at any time.

Yes, max level is still 20. Also keep in mind that since it is a sequel to Prophecies, if you don't have or haven't beaten Prophecies, you may not understand some of the tie-ins.

Prophecies is the first, yes. And it also has the best story.
Eye of the North does integrate into Prophecies quite deep and you'd not appreciate the story as much without it. (I.E, not knowing who Gwen is, or what the Searing was.)
You could probably check wiki to get the general idea of it.

Stupidly, Gwen won't remember you, regardless of how nice you were to her in Prophecies.
Of course your character doesn't remember her either, since the Gwen that stand before you in Eyes To The North is a bitter, beaten and hateful woman, compared to the annoying little girl she once was.

So long as you add it to your account, you will be able to take your toons to Prophecies or Eye of The North. The latter requires you be level 20, though.
Personally, I'd buy Nightfall instead, but if you don't have Prophecies and see the Platinum for a decent price, that's fine too.
I wouldn't just buy GW:EN, though.
