What's the fastest way to farm Halloween items?
I'm primairly interested in tonics.

Charr farming is pretty easy if you have prophesies otherwise the plains of Jarin as already mentioned.
Loads of items there and the opposition is only level 1 or 2 for the roots and legs.
So almost any charcter can solo it, my level 3 mermer and lvl 3 ele have been doing it since day 1 and both are nearly 10th now, when I get bored I just change character.

I've been soloing the Ft. Ranick Mission. I normally see 25 - 30 charr carvings and 4 - 6 Trick or Treat bags each run. It takes about 15 minutes to do. So it's got two important characteristics of a good, fast, farming spot: Lots of enemies that drop a collectable that you need and give more chances for bags, plus it doesn't take long to do.
North Kryta- Outside of Lions Arch, 15 minute run, Caromi Scalps trade 1 for 1 for Halloween Items, 4-6 Trick or Treat Bags per run, and Feathers! Don't laugh, feathers are worth a lot right now at the Material trader. (All those GW:EN consumables seem to need feathers) Plus-- Fire Imp glowing hearts are common and can be trade 2 for 1 for Halloween Items. As a bonus the imps drop Charcoal, the Caromi drop Purple and Blue Armour, and the occassional gold weapon if you need to ID stuff for that title. Usually 1-2 gold items on a solo run.

I have been 55ing the undead in Gates of Kryta mission in hard mode.
Average per run:
12-15 Trick or Treat Bags
3-4 Golds
Boat loads of runes and insignia's
Weapon mods
About 2K per run and a skill point.
You can also go out of Bergin Hot Springs and go to the Cursed Lands. It is easy to vanquish the area. There are approximately 70-80 enemies. Switch to a wand to kill the smoke phantoms because they are Not undead.

I collect holiday items and when i'm farming them I usually kill the level 4 Grawl in Eastern Frontier with Triple Chop/Cyclone Axe/Whirling axe. It takes around 4 mins and I get around 2 bags a run plus plenty of ornate Grawl Necklaces. But if you specifically want Tonics Plains of Jarin is probably best. 

The fastest farm spot I have found is in NF. Outside of Champion's Dawn there is a great spot to farm juv legs, drake flesh, and sentint roots. The legs drop more often then the decayed orr emblems at GoK. 1 drake flesh = 1 tonic, 3 sent. roots = 1 tonic, the legs can be traded for the other goodies. This run has about 20-25 monsters that can be slayed in about 3-5 minutes. I usually come out with 2-7 legs, 0-2 chunks of drake flesh, sent. roots drop less often (due to only a few plants), and 1-2 ToT bags every run.
