What Does 15^50 Mean?

I keep hearing this everywhere but I'm not sure what it means.

It's short for 15% more damage while your health is above 50. It's a perfect weapon inscription that can sell for 2-5k

That is 20v50 or +20% damage while health is under 50%.

A lot of people don't know this geeky stuff of the game.
As example if I WTS perf. Stormbow 15^50|20/20|+30, a lot don't got a clue what it is. Can't blame them for it either.

Just a note.... for the record:
The 15% extra damage that is added on when the wielder is over 50% health only influences direct weapon attack damage; not extra damage from skills.
