Need help with GW:Eye Of The North

Hello,
can somebody help me i have got the new game but when i go to create new char it does not let me. Is this a part of the game or do i need to re-install guild wars ?

GW:Eye of the North (GW:EN) is a game expansion, not a campaign. It means you need to have an existing lvl 20 character from one of the 3 other campaigns (in chronological order: Prophecies, Factions, or Nightfall). You cannot create new characters in GW:EN.

You can buy one of the campaigns from online or real-life retailers, or the in-game store accessible when you're logged in the top-right corner of your screen. Never ever buy any GW product that is not new (i.e. 2nd hand) or it iwll get you banned.

ok thanks mate ive got a lvl 20 well he will be by the end of the week so once i have this lvl 20 can i move on to complete GW:EN

Yes you can move your character to GW:EN. For that you'll have to take one of 3 first quests indicated on the following table (first row where you can click the mission names, i.e. "What Lies Beneath", "I Feel the Earth Move Under Cantha's Feet", or "Hole of Istan"), depending on which campaign you own:
