Look at the top left corner of your screen... or on that screen shot... that skin on your sword was caused by that Ritualist weapon's "enchantment". Forgot what it was called though =p
EDIT: Splinter Weapon: Weapon Spell. For 20 seconds, target ally has a Splinter Weapon. Target ally's next successful 1...4 attack [sic] deal 5...41 damage to all adjacent foes.

Diddy bow
Thats what happens when you get a weapon spell on you
Shadow Signal
It's the skin of a sword while you are under a weapon spell. All of the weapons change skins to a more "ghostly" skin, as the official wiki says it. Yeah, when I first got factions, I was wondering why my wand was all weird looking.
So to answer your question: No, it is not a new skin. It is just the effect of the weapon spell on your weapon.

Unlucky Slayer
Yeah thats the result of Splinter Weapon. A Ritualist Weapon Spell. It has been in the game since the release of Factions.
