I like the Master of Winds in Isle of the Nameless, why not add them as buyable NPC for guild hall.

NPC's CAN use spells in outposts, it's just players who can't. Go Boreal Station and see Vekk casting a real Aura of Restoration on him. Rememver Gwen running around towns casting Spontaneous Combustion burning people down or Kuunavang attack on towns at the end of Factions Preview Event? NPC's can deal damage to players or cause Burning on players in towns, they surely could do a speed buff. The game can already do this.
Even "Sugar Rush" town fastrun is an Enchantment Spell...

Yes, I am aware of the occasional exceptions, such as d'alessio (didn't know about the Vekk one). However, anybody who has been to d'alessio on a slow computer/connection or during a holiday event when the servers are lagged knows that that town is SEVERELY lagged due to those grasping ghouls being killed.
There are exceptions, but still, they are few and far between (and I'm assuming a.net only does this in a few places because its difficult to do). With all the different GHs there are (how many are their now... like 18?) I just seem this as taking a bit too much time.
Granted, I don't know for SURE, but still there are other things I'd like to see a.net working on.
