Brawling Combo Punch randomly disappears?

I've been having a problem where Brawling Combo Punch randomly disappears. It'll be on my skill bar, I rezone to Gunnar's, take the quest again, and it's gone.


Any idea what's going on?

I think BCP is a "temporary" spell that you can only use during that quest.
