I was running my system with a Nvidia 8600GT getting about 70 fps with a 6gig cable connection. For some reason it has gone down 10 to 60 fps. I just recently upgraded my GPU to the new Nvidia 8800GT thinking well that should raise it some more considering its alot more powerful. Unfortunately it has not increased at all its right at 60.
Any suggestions?
What frame rates do you get?

My system:
Windows Vista 64
Intel dual core 2 E6570 2.66ghz
2GB RAM
nVidia 8800GT (512MB)
320GB HD

Thank You in advance!

Around 70/80 without VSync and 60 with it (I get tearing on my screen without it)

As for my system:
Apple MacBook Pro
Intel Core 2 Duo 2.4ghz
2GB RAM
nVidia 8600M GT (256MB)
160GB HDD

(And I don't think a surge protector on your modem should affect your FPS in any way..)

I'm thinking it's either a Psu, vista or a driver problem (I'm poking not sure).
I have everything plugged into surge protectors.

win xp sp2
intel core duo 3.0Ghz (stock)
2gb crucial ballistix ram
evga 8800gts (320mb)
550w Psu (junker laying around from last build)
320gb sata maxtor
Fx card driver - 163.76 (Forceware)

I've been getting well over 60 fps with all the eye candy on.(edited didn't have v-sync on)

w/o all the candy...over 300fps

I believe your surge protector has no impact on your FPS towards the game. You can try to resolve your issue by downloading new drivers for your graphics card at the official NVIDIA home page. As for me, It runs very smooth on my PC. Hopefully, you get your graphics card full potential out of it.

If you go to Options (in GW) and then the "graphics" tab, there is a check box called "Wait for vertical sync". You probably have that checked.
Most likely you are running an LCD monitor with a 60Hz refresh rate, so, when you turn v-sync on, your fps is locked to that 60Hz refresh.

Before you turn the v-sync off though, consider this....

The human eye can only do so much. 60 fps is way more than necessary to get smooth motion (for example, motion pictures are only 24 fps).
The 60 fps is only the "display rate", it does not necessarily affect the update rate of the game itself.
Pushing the frame rate higher, by turning off vsync, will not actually improve game play, but it will mean that your video card will have to work harder, causing it to drain more power from your power supply (thus possibly causing other problems), and generating more heat, which could lead to over-heating.
Or, conversely, leaving the fps at 60Hz may allow you to turn on more graphic goodies without over-stressing the card.

Everything max: 90ish w/o v-synce, about 45 in a crowded town, like LA ad1

In guild hall, alone, with everything turned all the way down 275-300fps

System:
AMD 64 x2 3600+
2gb ddr2 800mhz
8600gt
WinXP Pro

System cost me about $550, and while not on the bleeding edge, can run anything I throw at it...had to turn down the settings slightly on the Crysis demo..but only a bit.

Seriously dude... How did you come up with an idea that your connection affects the fps? Your connection affects your ping (latency), so if it sux you will see a red dot in a bottom right corner.

FPS is how many frames per second your GPU is able to display. You didnt think those frames are generated by a server and then send to your machine?... or did you

Can hit as high as 350 when in an empty guild hall, but normally when just playing the game it's around the 120 mark. Played at maximum settings at 1280x960 with 8x FSAA and 16x Ansio
