maybe not scams but a dedicated mini is one that someone has taken to the Hall of Monuments and has displayed them for their monument. It can not be dedicated in anyone else's HoM after that.....but others I'm told can have them out and such. A non-dedicated minipet is one that has not been dedicated (put into) anyone's HoM .....which is in Eye of the North (if you dont have that expansion).
hope this helps somewhat.

Basically, dedicated minis are worth a bit less, since they can't be used in the Hall of Monuments. So if you don't have Eye of the North, or don't care about the Hall, then dedicated minis are just fine for purchase. But if you do care about it, be sure the pet is undedicated.
