Yup Ar16 is max, however your shield has only single mod, ~10k imo (assuming it's gold & non-inscribable)

Do you mean single mod as in, the mods that you can salvage? I can't salvage that +45 hp thing. Does that mean it's inscribable like those 15^50 weapons?

EDIT: I need some clarifying on the word 'inscribable'.
Okay, I think inscribable means that you put mods on it..and the price is low because there is no such thing as putting on mods for shields?

this guide points out that req 9 eternal shields are 100-125k

either jackie's post or that sticky's post is way off the mark.

right now I'm looking to learn how these things work, and to see how accurate player PC posters are vs stickies. Maybe I need some more explanation.

If I put in popular mods, how much $$ can i gain compared to one without popular mods?

There are basicly 2 types of eternal sheilds in the game. Inherent and inscription.

IF your sheild has an inscription slot it will either specify an inscription

IE Luck of the Draw -5 physical damage 20% chance ~
OR
It will say simply ~ Inscription Slot ~

If it has neither then it can not be upraded with either an inscription or a sheild handle, and is therefor an Inherent sheild, In this case an inherent sheild would be worth considerably less, being a single modded sheild which cannot be upgraded in any way.

If someone with their name in green gives you a Price check, its "usually" fairly accurate, without inscription slot I agree with Jackies PC, if it does have one then 100k 5e - 100k 10e is quite a common price range

Hope this helped
