It's just random. More valued dyes, however, are even less likely to drop. You can't really "farm" dye.

Black and white dye drop rates aren't very good. Really, any sort of dye farming is just a matter of killing a big pile of critters over and over again until you get that black or white dye. In that respect, the skales outside of Ranik are popular, and if you have Mary Malone's quest, the spiders north of that area are decent also. You can also farm the stone elementals in the Green Hills area, then rezone by stepping into the catacombs. You can kill some gargoyles while you're at it, also. The bandits from the Bandit Raid quest are also farmable.
The spiders seem to have have a slightly better drop rate than the skales, bandits or stone elementals, but they also come in lower numbers, and it's kind of hard to gather a gigantic pile to nuke. Skale farming's probably the most generally profitable dye run, since you get more merchantable crap than you can deal with, but you have to be somewhat higher level to do it. Bandit farming's really easy and can be done at low levels, but the ultimate profit is a bit lacking. Running the stone elementals and gargoyles is a nice step up from bandit farming and a natural step towards skale farming.
Of course, if you're just interested in cash, your best bet is probably to kill the Charr bosses. And if you're interested in doing that quickly, your best bet is a ranger, especially if you have the prophecies bonus edition. I used to be able to do a boss run alone, consistently, in six minutes flat.
Of course, back when I did it, Charr Bags were 1k and Salvage Kits were 7.5k. I'd bet the values on both have badly tanked by now.
