I heard that you can get Spitful Spirit from one of the GWEN bosses... but havent been able to find which one this is through looking on the GuildWiki.
Does anyone know if this is just a rumour to get my hopes up?

Harvest Soulreign has it, but it seems like it's sort of like how Markis used to be. The mission ends when you kill him so no capping.

Either way bro, if you managed to cap it w/o having Prophecies it'd be locked and unusable.

it is the easiest skill to cap evah in proph the run from droks cost a total of 3k and the boss spawns right outside the town

It's a Prophecies only skill. If you don't have Prophecies on your account, you cannot use the skill.

ON guild wiki it shows this as well as other elites in the EoTN Elites section aswell, can this be verified please?

Its a fact , if you don't own a campaign the elite appears in then you won't be able to use from a boss in GWEN , search the forums its been said a few times before with some people unhappy about it

And it's not just restricted to elites. Meteor Shower - Prophecies only, yet it can be capped outside of Prophecies, from what I've heard (it isn't an elite, can be purchased, but only in Prophecies).
Why did ANet do this? Because the bosses love to use skills, and in GWEN all skills are available to them. Could you imagine if monsters could only use GWEN and common skills? They'd be toast.
