has anyone noticed how some of the best skills require the removal of one of the above, to be most effective? or require that one of these be on a character at the tie the skill is used?
its always frustrating to find these skills and no good way to make the most of them in PvE. im thinking basically that i am a Necro, and would like to sue skills that require enemies having enchantments on them, but i cant think of anyway to PUT an enchantment on them so i can use certain skills.

i think it would be good to have a signet for each of these
to allow people to PUT the status of Hex, Condition or Enchantment on someone without any actual status effects.
EG a hex that does nothing but mean that your character is hexed. so spells that remove hexs and have other effects would work.

any thoughts?

In PvE there's a simpler way.
Look at Guild Wiki. All mobs and their skills are listed.

Take a while to think about balance and what is the difference of those conditional skills and you will understand.
