That's because a para with SY! and TNTF! is the most overpowered crap in PvE right now.
Splinter weapon took a hit, but it's still a close second.
Weapon of quickening is still bad, thanks to the long cast time/short uptime/negligible effect. If you really care about shorter recharges, just take ebon vanguard standard of wisdom.

Splinter Weapon is still good. Before the nerf, it did more damage more cheaply than many elite skills.
