Even req8 is fairly rare. One of my friends got a req9 from Slaver's.

Yea i believe that req 7s do not drop anymore. Minimum is req 8 max dmg

Req 7's stopped dropping after Nightfall came out.

Req 7's only drop for NON inscription items I.E those in prophs and factions, which runic blades arent, so a req 7 max is impossilbe. Although i dont see why they wouldnt drop anymore.
A req 8 could but would be super rare like a req 7 in the other games
