Banned??

A friend of mine plays Gw. He gave me hiss acct name and password to help with the guild when his gone.I tried to log in to add a guild to the alliance and it says he was banned.
I odn't know if he gave his account to someone else but I know he would do anything to deserve a permanent ban.
The ban code is 045.
And yes I have tried to contact him, He's moving to a new house.
