I would like to know why two focus items (Req.9 +12 energy) 1 crafted from a merchant in PvE the other one crafted through the equipment window for a PvP character doesn't give the same amount of base energy if the requirement for the focus items are not met.
On my PvP Character, if I don't have the required attribute, the focus item gives me 3 energy. On my PvE character, the same focus item crafted in the Command post from "Grif Ebonmane" gives me 6 energy when I don't met the requirement.
I found that while trying to make an Air Artifact (Energy +12 Req.9) of Fortitude with "Ignorance is Bliss" (Armor +5, Energy -5) for the inscription. The exact same Air Artifact (again Energy +12 Req.9) on my PvP Monk gives me -2 energy(3 base & -5 from Inscription), but on my PvE Monk it gives me +1 energy(6 base & -5 from Inscription). It makes the use of the Ignorance is Bliss inscription totally useless because you get more armor protection by simply using a shield even if the requirement is not met, and if you need it for the e-denial energy set, on a PvE Character you get less energy by also using the shield over a crafted focus item with the inscription Ignorance is Bliss.
On the official Guildwars Wiki I found this : "If the requirement is not met: [...] The base energy bonus from focus items is reduced to +6 (or +3 for some items)" http://wiki.guildwars.com/wiki/Requirement
Is it normal that a crafted focus item does not also give 3 base energy if the requirement is not met, like a crafted focus item made in PvP? I asked around and learned about some reward item from an early prophecy quest that only has 6 energy, thus gives only a base of +3. However, if blue crafted focus items, or gold focus items you can mod are all giving a base of +6 energy when the requirement are not met, it still make the Ignorance is Bliss inscription totally useless, no?
