Computer probably can't handle it. Do you have a lot of background stuff running while you play? Music players, message programs, etc, etc

WHERE DO YOU THINK

Towns tend to be terrible for lag seeing as they are full of lots of people. My suggestion is if your no just trading, or meeting someone there just go to international districts, MUCH less laggy for me.

...and there is your problem! You have a slow as hell CPU and not enough RAM! Windows XP alone can eat up 200MB, if not more, of your RAM and then you're trying to run a game too! Not to mention that a sub 1GHz CPU just wont cut the mustard these days. My advice would be to get a new PC!

You can try alleviate the lag by going to less populous districts.

Try Russian or Polish Districts. International is ok, too.

Even though you have a decent graphics card, that CPU is one hell of a bottleneck! That CPU is really outdated and can't really handle much of today's games. Also, your RAM is below par, which is usually 512MB for at least some optimum play.

That explains why setting your graphics lower does not alleviate the problem, it is because your CPU could not go any faster in the first place.
