Gloom Shield q9 str inscribable

Could you tell me what is the latest price of that shield it is inscripable but it doesnt have any mods that would make sense so I would be most pleased if you could also tell me what mods should I put in to it. THX a lot ! ^^

if you plan on selling anything, DO NOT mod it. sorry, but it gets really tiring telling everyone the same thing over and over again. the shield goes for ~60-70k
