I'm pretty sure Jade is wrong here. I'm damn near certain that HM is "unlocked" for your whole account. I say "near" for a reason; I'm not certain as I've never bothered to delete characters that have beaten a campaign.

I posed this same question sometime earlier this year, because the wiki description is so ambiguous. Receiving no satisfactory answer, I tested it myself. I deleted the only character who had finished Nightfall on my second account and was consequently incapable of playing hard mode in Elona.
Unless this has been changed recently, you must have an active character finished with each respective campaign to use HM.

That makes it sound like if the only character to complete a campaign on your account is deleted then you will lose access to HM. The discussion page doesn't seem to offer any support of that specific question.
