Expertise effect on attack skills

Last night I ran into an issue with Acolyte Jin. No runes used on her she was at -60 DP which brought here energy base to 13. She was equipped with [skill]broad head arrow[/skill]

Since she had a high expertise I think she should have been able to use the skill correct? She would not use it even when forced use it. So my question is do you have to have he base energy of 15 in your energy pool to use the skill?

Players do not.

For AI, that's a different matter...it very well could be the case that they won't attempt a skill without the "full" energy cost available. I'd be interested to hear about further testing on the issue.

Easy to test so I will test it again this weekend. I also had some weird things going on with Master of Whisper last night. He was running Sabs Nec/Rit Healing build and after enough party wipe outs to rack up the -60 on all characters he was still at 10% bonus. He stayed this way till I zoned to new location. After I zoned he went down. It was awesome.

Thats probably because he was using Death Pact signet.

What do you mean please explain ? He does have death pact on his bar, but he still died and rezed with the group

If you die as a result of Death pact signet, you don't get DP.
