Lvl 20 to activate the transfer quest, sorry.

You have to be lvl20 to get the quests that take you to EoN, but I'm not sure if you can be less than lvl20 and go in a party with someone who can get the quest. (probably not though)

Just 1 campign is needed and your toon must be lvl 20. No ferrying allowed.

just a thought. what is some one trial keyed there way to lvl 20 and bought gwen. would they be allowed in gw:en and just not back to other continent, I dunno why you would want only gwen though
