Well wiki states thats its very rare and they dont know where it drops from so i was lucky to get mine and know i wont tell anyone but the buyer where i got it from so dont pm me asking xD.
Mines r12 inscirp.

i had a req9 one from the reward chest in darkrime delves 2 weeks ago. shouted WTS once in kamadan and immediatly sold for 100k+85ectos, could have earned more i guess.

figure something less than that. i'd try to start and 100k and see where it goes

I agree with the others - not really possible to make an accurate PC! It mostly depends on how people perceive the skin/rarety.

I would post a thread with S/B 30K, B/O TBA, in High-end and see where it goes from there!
