I'm guessing it doesn't need a Lead attack since it doesn't have the "Must follow a lead attack" discription, but is it worth the elite slot?
I just started my assassin, and want to know if it's a good elite until i can cap a better one.

True. I've tried using it recently and the few benefits you get out of it is that it's a touch so it will connect, and will get around being Blind. Neither does it have requirements like all other off-hand attacks.
The downside, like the previous poster said, you need a high Critical Strike attribute to get decent damage out of it, and it's an elite. Also Palm Strike cannot perform a critical, thus there's no energy management with it unlike all other dagger skills (due to critical hits).
The off-hand dagger skills besides Palm Strike can do more damage due to your daggers and the +damage from the skill itself.
Try to capture another elite whenever you can. Palm Strike is just the easy-way with not much of a pay-off in the end.

That said, I could see Palm Strike causing Cracked Armor more than anything else. It fits with the vibe of the skill; an elite, massively powerful strike that can even wreck armor!
It's too bad that it's a skill though; I was thinking that, if it was an attack, it could cause cracked armor on criticals. That would kill its damage potential but, if they were going to kill its damage potential, maybe they could lower the recharge?

Palm strike is not a bad elite, its just a rather forgettable one.
Palm strike goes through Shadow Form and its ilk as its a touch skill.
Palm strike is also NOT reduced by armor and protective spirit.
You should have Palm strike, or do a palm strike build atleast once in your assassin's lifetime anyways.

I was thinking of giving it a KD. As if you 'strike someone with your palm'. Thing is, it would seem overpowered. But right now, it's quite useless. If your dagger chain has 4 or more skills (which it likely has, since L+O+D isn't good enough for a clean spike), then it'll very likely have an off-hand attack in it, not requiring a lead.
And with Golden Phoenix Strike, Horns of the Ox, Trampling Ox, Black Spider Strike (put it back at 5e cost dammit, the SP bar has been 'fixed') as the (non-elite) alternatives.
Golden Phoenix and Black Spider Strike are more oftenly used at the very beginning, to then have Horns of the Ox to kd your foe, followed up by Falling Spider. Or Leaping Mantis + Random OH Attack (e.g. Jungle Strike) + Trampling Ox, then Falling Spider.
Using Palm Strike at the start of your chain will also let your target have time to run away, try it in RA on someone who's running away. You'll be chasing him/her around quite a while.
So logically, you'd KD your target before using Palm Strike, but oh wait, we already have Falling Spider for that.
The problem with this skill imo, is the entire skillset for the Assassin. It simply isn't needed in its current state of 'Deal some damage, counts as an Off-Hand'. Give it some variations, I'd make it 5e cost, 1s Cast, 15s Recharge, keep the damage the same but give it a kd.

Well, I once made a short build, it was quite decent. But still not good enough for any serious PvP. Fun in RA though.
Had a Conjure on me, then Golden Phoenix Strike, Death Blossom, Palm Strike, Death Blossom. No IAS, but of course it lacks a snare, knockdowns and much more. But then again, it's just RA.
