If we are talking about universal, then an energy storage staff like Magmus' or Kerrsh's Staff goes a long way ... not all elementalists use fire, at least all the time. I'd probably get a collector staff and slap Hale and Enchanting mods to it.

It at least servers for every build.
Of course as alex said, 40/40 is better, but you need to have a set for every attribute and sometimes you prefer the enchant mod.
the difference is so minimal and I hate carrying a full bag for just the weapons, at least for the casters.

For anything apart from fire, where I use either a Hale Fire Staff of Enchanting or a high energy wand/focus set when running a MB build, I find an energy storage Hale Portal Staff of Enchanting works fine

If you want one item for all your builds, use this:

Energy Storage-based Portal Staff (inherent 20% skill recharge)
Swift staff head (10% cast rate)
"Don't Think Twice" inscription (10% cast rate)
staff wrapping of Enchanting (20% enchantment duration)

That way, you will replicate the 20/20 cast rate/recharge boosts of a collector focus, but spread the benefit to all attribute lines, even allowing yourself to trigger the cast rate mod twice on the same spell (the first time I managed to cast Meteor Shower in a second, I was amazed too). The enchanting mod will allow you to get more out of the enchantments that elementalists use for energy management, and you'll be able to put high Energy Storage to use as the basis for your staff damage.

If you prefer lugging around a ton of collector foci, consider a Fiery (to set off Mark of TROGDOR; change according to preference) Spear of Enchanting (20% duration) with an "I have the power!" (+5 energy) or a "Let the memory live again" (10% skill recharge) or a "Don't think twice" (10% cast rate) inscription. That way, you will have more energy (+2 from focus and/or +5 from spear), you might trigger the recharge mod or the cast rate mod twice (20/20 from focus and 10% from spear), and you'll be able to attack at range if you use spells that trigger on energy damage. Obviously, you won't deal as much damage with attacks unless you drop points into Spear Mastery, but that's not what casters are expected to focus on, is it?

If i'm in a quick casting SF Build - Hale staff of Fortitude
Dual attunement air spiker - anything with dual 20% half casting time

I have a variety of other builds, but so far i haven't got the perfect weapons for them yet.
