Would like a pc on this

Hypnotic Schepter of Quickening

Chaos dmg: 11-22 (req 9 Illusion magic)
Halves skill recharge of spells (chance: 10%)
Inscription "Hale and Hearty"
Energy +5 (while Health is above 50%)

dropped in Eye of the North dungeon

I've found that the Hale and Hearty inscription value is 3-5k. But i've no idea about other component.

Req 9 is a good thing, isn't it?
