It have absolutely no idea how well it would work, it's just something I've thought up on-the-fly. It shouldn't work as well as a Monk with Glyph of Lesser Energy as E-Management instead of OoS at any rate. You could replace Remove Hex with Dismiss Condition if need be. Recovery is in there to give you a spirit to meet the condition for Offering of Spirit. Ghostmirror Light is in there so he can do some sort of healing. 8 Points in Channeling + Headwrap + Minor Rune gives 14 energy back with OoS, 11 Restoration + 1 Minor Restoration Rune gives a not-too-shabby heal of 75 from Ghostmirror Light. Having 12 points in Protection doesn't do anything other than make protective Spirit last 1 second longer - doesn't seem worth it in my opinion, so I set that at 11. The 3 + 1 points in Spawning are leftovers...but any points in spawning will increase the health of Recovery (for what it's worth).
Factions shouldn't cost that much any more, I recommend you invest in it if you really want to make use of Razah.
Tell us, do you have Prophecies and Eye of the North? I've tried to make that build with only Nightfall / Core skills. Eye of the North at least adds another 10 Rit Skills to your list.

I guess it would work with most Elements, just change the Attunement and add in some well chosen skills. Air has Blinding Flash/Enervating Charge as support, which is what you asked for...other lines could incorporate more damage I s'pose (just steer away from the more expensive skills...Heroes sometimes aren't too good with energy management). Could replace a skill in there for Death Pact Signet.
It's more of an adapted Ele build than a Rit build I guess...but making a "Rit Build" with Nightfall skills isn't that easy.
