Short answer for everything you posted: If it's a popular skin, then ask for a PC. (Hypothetical example: purple req13 Crystalline Sword. Terrible req, non-gold but desirable skin -- get a PC.) Otherwise, if it has a popular perfect mod (-5/20 luck of the draw, 15^50 strength and honor, etc), salvage the mod. Save/salvage stuff for your own character/hero equipment as needed. Sell whatever you have left to the merchant.
Examples from your list:
Shield #1: I don't know how popular the Lotus Shield skin is. Maybe salvage the +29 if you want it for a hero. Merch.
Shield #7: Shield of the Lion might be a slightly more popular skin and it's a req9. Maybe put the +29 you salvaged from #1 on this one and sell it for a few plat, or put it on a hero.
Caster #6: Scepter of the Forgotten. I'm not sure how popular this skin is; it doesn't ring a bell so I'd assume it's not especially popular or worth selling. Another fixer-upper; if you don't need it or the perfect mod on it, merch.
Caster #11: Winged Staff. A somewhat popular skin but this one isn't max; I'd merch this unless you really need one of the mods for your own gear.
Various #6: Steel Daggers. These are fairly popular, I've seen WTS/WTB here and there ever since GWEN came out. High req though... either try selling really cheap (1-2K?) or merch.
Various #7: Flamberge. Yet another fixer-upper, or merch it.
Various #9: Igneous Maul. I'm not sure how popular this skin is; I might have seen a WTS/WTB or two. It's r10, inscribable and already has a 15^50 mod -- perfect for a hero or one of your own characters if you don't have a better hammer already. Otherwise, salvage the 15^50 and sell it for 3K; then merch the hammer.
Various #14: Battlepick. +5e permanent, the core of a caster weapon. Not a popular skin AFAIK so merch unless you already have a +20%ench axe mod and you personally need a caster weapon. Totem axes are dirt cheap at 4-5K so don't bother trying to mod and sell this.
I noticed a few of the weapons have prefix mods, icy/zealous/vampiric/barbed/crippling etc. You can try salvaging these and selling for 1K each or so.
I don't want to say that all your stuff is "junk". I get drops like this all the time; I check the mods to see if I can use/sell anything, then I merch the rest. It's possible to sell it to other players but it will be hard. Time = money. Wasting time trying to sell stuff that nobody wants = wasting money. Hope this helps...

runes/insignia, just check how much they worth at merch, if higher than the merch price of the armor than sell, if not merch
personally id merch 90% of the stuff, because all undesired and crap skins, chuck on sell forum and see what u can grind from der
