What graphics card are you using? It says you're rendering using DirectX8 and I believe you need to be using DirectX9 to utilise the Post Process Effects.

You probably have DX9 installed already, but since your video hardware does not support its features Guild Wars is using its DX8 graphics mode instead. I think what you need is a new video card.

Post what video card you are using, and we'll be able to tell you if it only supports dx8.

In short, its a hardware limitation. Its not a matter of what software you do or do not have installed, if your video card can't render post-processing effects, the option will be disabled. I shudder to think what video hardware you must have, even my old Geforce FX5200 could do post-processing effects in Guild Wars..

I don't think Guild Wars started making heavy use of DX9 effects until Eye of the North came out. Even a DX8 card can render the post-processing in Guild Wars. The OP must be using a Geforce MX400-440 or earlier DX7 card.
