How Safe are text mods?
as in is there any risk in running them?
be it Key loggers,or anything malicious to my computer
And the reason anet said somthign along the lines of "we are not responsible by any effects of textmod, so don't e-mail support about it,nothign they can do to help" or along the lines.
the mod in question is the Cartographer mod, and if there is a good, trusted link to it, that'd be helpful.
(and please none of the "your taking the easy way of attaining the title" im just looking for info not a debate.

With some anti-virus scanning software, it'll detect Texmod (the actual program) as a trojan, but don't worry, it's been around since Tomb Raider was released for PC. It's fine.
As for the actual mods themselves (.tpf files,) they should be okay. They can't really get corrupted, unless some asshat wants to piss people off and put a virus in there, but most people here are pretty nice. Doesn't hurt to always scan before using, though.
Here's a link to the mod thread in the community works section, and provides links/downloads to various mods released on GWG. Hope this helps!

Texmod.exe is 100% safe if downloaded from a reliable source. (Use the link on the wiki.)
Tpf files are 100% safe; they're pure data files.
The only way you can get a virus out of this is via your own stupidity -- ie downloading a fake texmod.exe file or downloading a "tpf" that isn't really a tpf and executing it.
