I myself have been having issues. It seems to be tied to a hop at or before ANets server. Oddly if I swap to a different character in a different outpost I can connect.
I've been running trace routes to 216.107.245.135, and my connection is excellent until it hits LA. This is the last hop I reach before I stop getting info; 152.63.53.61
There are people here around me playing other games just fine. Should also add that at one point two of us were in GW. At that time I had 200 ms latency while he had 50,000 ms latency. So this appears localized to certain GW servers.
Should add that this started happening about 25 hours ago.

I tried to uninstal game, instal again... first time I connected it was ok. But when I restarted game, problems were back. When I select some from my chars, it is still same - load, sometimes even load Guild & Friends List and after some time when I can't move and don't see ping info, I got err 007 - please check your net connection and can select again and again, still same problem, in all outposts including Guild Hall.
