This can actually be made useful in TA. Knockdowns are pretty common and it's easier to precast.
Still nowhere near as bad as wastrel's collapse. The only elites that even come close to being as useless are Seeping Wound and incredibly situational ones like Contagion. Tyla

Wastrels collapse is the worst skill in the game there is no point to argue it, it is futile. The 1 use this skill has is with Diversion,the only true way to make it worth ANYthing. I think wastrel's should people into a dilemna. If wastrels is Target is hexed with wastrels for 5 seconds and knocked down when its over. Wastrels ends prematurely if target foe uses a skill. If wastrels ends prematurely, all nearby allies in the area are knocked down for 3 seconds and all foes within earshot are knocked down. This would be awesome, we'd see teams with things like Balance stance/ etc working around/with this skill to get AOE KD. It also makes people have to think. Do I take 1 for the team? Or do I let everyone take a fall. Sniffy

I like the idea that there isn't really a right answer to what to do if you would get hit with that (unless it's a one on one cause no one else is in the area or everyone else is dead, in which case the assassin is just kinda stuck but that would primarily apply to PvE. I frequent my assassin a lot and I'd have to say taking shadow step out wouldn't be that much of a problem. It'd encourage better positioning than just steppin and hoping to get a kill. A lot of the buffs are practical... Wastrel's Collapse needs an overhaul...
