I think this title would shatter the illusion that quests are unlimited, and spontaneous requests by the denizens of Guildwars, but given i don't give a hoot abt roleplay, i really wouldn't mind if it happend.
I think the quests should just be designed to be adequately rewarding

One quest book where all completet quests are listed... that would be nice (oh no more storage space gone )

This quest title suggestion sounds really nice.
There could be a tab in the quest log which would have a list of all the undone quest and once you would complete a quest its name would go gray or disappear from the list. To track the quest givers people could use wiki or some other information source.
To make it possible for everyone to get the title, only the quests which are available for all characters should be included in the title track, no matter what the profession, level or birth location would be.
I don't think it would be a good idea if the title required pre searing quests being completed because already existing characters can't go back there (unless time traveling would be added into the game). It would require creating a new character again, like it the survivor title does, and already existing characters could never get the title even quests are a big part of the game for them as well.

Quests are unlimited, but that's for repeatable quests. People has the right to know and show that they have followed all the GW plot and subplots!

I like the idea, and would love to see something like this implemented, but realisticly, I won't hold my breath. The number of quests, coupled with multiple other factors would be so much work to put in place that I see no way for A-Net to set aside the manpower for it. Plus, how would you know what has been done and not done? A book would have to have hundreds of pages to list all side quests.

speaking of hero handbook. How about a giant size hero handbook, not exactly so big that you can't carry, one of those big spells book that you have to put on a book stand type to read, place in players hall of monument, recording all things you have done? and players can invite friends to visit and read your heros handbook.
