I am currently farming Ebon Vanguard points starting in Doomlore Shrine, running to the Siege Devourer in Dalada Fields, then proceeding to clear the area leaving the bosses for when I have all possible bonuses. Is this the fastest way to points, or should I finish Search for the Missing Vanguard (pathetic, but I don't wanna do the quests yet so the points will come at a much higher title) and proceed to unlock Sacnoth Valley where there are MUCH more bosses?
2nd question: Should I use the Siege Devourer or just run around on foot and use my own skill bar (I am an elementalist)?

Best (And most fun way) is to complete all the story quests/missions and then turn in a finished book (HM or NM), also if you do it in HM you will get some points towards your Master of the north title.

yes they are repeatable in normal mode, and that link tells you how many points you get for a full book and incomplete books. fastest way to farm points though is to do three quests in hm, and turn in a book for 3000 points, you can do this about twice per hour for 6000 points per hour.
