Do you HAVE to pay $30+ in the online store to get the key? I know the promotion expired, but was/is there any other way to get it now?

In short, the only way to get it was spending 29 USD in the online PlayNC store or In Game ANET Store. Period, no other methods have been announced, and the possibility of other options seems to be...well, null.

No, there is no other way to get the BMP than to have fulfilled the promotion while it was active. Anet has not mentioned making it available somewhere else yet.
