8 is perfect. Any more and people would get lazy. It enhances build creativity and helps with energy management. It means you have to prepare instead of just taking whatever the hell you want with you. The only thing that I would say is make one extra, separate skill slot for rez. It's a pain having to bring that and then have only 7 skills left.

If you ask other MMOs, 24 slots won't be enough.
The 8 slots is not about being enough. The 8 slot is about being a challenge, forcing you to decide, and is the cornerstone to GW strategic and tactical thinking.
Same reason for restricting Elites, restrictions of certain skills in effect on each character: one stance, one preparation, one weapon spell, etc.
If you want all your skills available to you at all times, and a health and energy bar 10x longer, and being able to spam potions, you're quite clearly playing the wrong game.

It will always be like this, im sure everyone has been in the situation where they try out a new build and think "If only I could have 1 more skill it would be perfect".
But GW is balanced around 8 skills, once you start being able to take more you can start to bring a counter for everything, a cover for every weakness.
You have to focus your build on set roles, its a team game. Using the rest of your team you can each cover different roles.

Another possibility would be able to have, say, 2 power trays that you can switch between during normal play. As a caveat to this, have switching the trays cancel any enchantments/hexes/summoned minions you might already have out. I'm not sure how I'd handle pets w/ this. You could add a cooldown timer for switching trays so as to prevent it form just becoming a 16 skill bar...
