Lost my way (Factions)

Hi, i was going through some missions and between #7. Boreas Seabed (Luxon) and #8. Sunjiang District on the factions mission guide i got side tracked on some side quests, need some guidance on who i need to talk to to pick up Sunjiang District mission...been looking for a while with no luck :P so some help would be appreciated. thanks in advanc

I think you're looking for the Imperial Herald in Zos Shivros Channel. He gives the quest City Under Attack.

If you just completed Sunjiang District, and didn't take a primary quest after that, you should try going to see Jamei in Maatu Keep.
