Our current system is quite simple and uneffective the way I see it. Break a Rule Ex. Swear Exsessivly or Scam oneone, Get suspended for Certain amount of Time.
Instead of having this system that really teaches the Rule breaker nothing other then you cant play for 3 or 4 days and then they could just log into another account and play have an In-Game Punishment System for Rule Breakers that effects their entire IP Address. This System would show Rule Breakers how unfun it is to play Guildwars if you break the rules and how theyre rule breaking effects others so they are getting a taste of their own medicine.
(Idea Not Totaly Complete Progress needed)
For Example if you leave PvP missions Leach etc you get Dishonnor and can not join PvP for what ever given amount of time. So why not add this in for actual Rule breaking.
For Example if someone Spamms the Public Chat Trade or Even Allience chat and they are reported and the report is gone over and Punishment needs to be put in place. The person who did this would not be aloud to Talk within the Public Trade or Alleince chat nor able to View those three Channals. This would be for the First time. If it occurs a second time within a close amount of time the Player would not be Aloud to use ANY Chat Channals and not able to view any of them either including Whisper. Each of these two would have an Effect for a certain given amount of time thats reasonable as well as harsh. If it occurs for a third Time and depending on Severness of it then Account Suspention should be given and not for a baby amount of time for up to Weeks of suspention for that persons entire IP adress or what ever.
If someone Scams someone else for Items Gold Etc. That person would NOT be able to Trade Anyone go into his/her Storage or be able to Buy/Sell from NPC Merchants for a given amount of time. If this continues to Occur even past Suspention for Weeks, a Players entire Account would NOT be able to Trade permanently to any Players and an Appeal would be required to remove such status.
If someone Buys Gold for Real world Cash knowing that Sites only sell by 100k Minimum instead of having that player Suspended and learn nothing and still be able to keep the Gold or what ever That person would aquire what I would call "The In debt" status, requiring the player to Pay back the Gold he has bought. The First time however would only be a 50k Fee the Second 150k and third 200k+. Some might ask how would you make someone pay back Gold he/she has bought? Well simple, Anytime that Player on that entire account needs to Talk to an NPC that sells anything Collectors or trade someone even before he/she can do any of this a window would pop up saying you have the "In Debt Status" and would require you to pay what ever amount you wish untill the grand total is payed back for how ever much you owe. To prevent people from workin around this and only paying 1 or 10 gold there would be a Minimum of 10k Payment.
These are just some Ideas for adding a Ingame Punishment system.

Anything thats easy to operate and works in a fair manner is good for us all.
However if its proven that an account holder has scammed cheated or otherwise broken the rules in a serious manner.
I include in here persistant abuse be it swearing racist or abusive religeous comments.
I would delete the character and slot permanently.
If the problem persists then another character and slot goes.
After that its goodby account, because anyone who hasnt taken the hint by then is beyond control.
I am talking serious abuses here upsetting the odd person with colourfull language doesnt qualify, the present methods of disuasion are adequate.

Retarded threads like this one are the reason the dishonorable hex was implimented in the first place. This is a game. The notion of punishments in-game is ridiculous to me. If someone breaches the EULA to the extent they deserve a ban, fine. Otherwise this is all mickey mouse crap designed to turn GW into a fruity little governed society instead of a game.
There is a chat limiter which prevents spam. If this isn't enough, you have an ignore list to take care of it.
Scamming is always the fault of the scammed. I dislike scammers as much as the next guy, but I can't feel bad for people getting scammed when the trade window is very clear, concise and easy to use.
How does someone buying gold affect you at all? I don't buy gold, it's not something I need to do, but if someone makes the choice to do it, why should I care?

This is quite an asinine thread, say this were to be implemented. Do you know how many people would use it with no evidence no anything and get another person's character slot banned or even deleted. creative idea, but not realalistic. Leechers, and leavers, so what, gold buyers are losers, why waste money on a dead game. lastly scammers, you must be retarted to be scammed, if it's too good to be true, then it is.
There is no need for your idea, and I would rather have anet invest there time into improving the game with skill buffs instead of punishing rule breakers.

I myself don't care, I don't break the rules, but this is an online game, and there are tons of ways of just ignoring the BS that happens, so I really don't see the point.
For leavers and crap, sure it sucks, but we have dishonorable, and it has killed off a lot of leavers.

its uselfull if the length of the punishment is greatly increased. For example the first time u spam to much. The chat channels are disabled for 1 week and then increase by one week each time. This will teach them a lesson, and will punish them because they will most likely still log onto GW with this restriction on them.

it's a well thought out idea but it's not practical. This idea would take a bit of work to put in place and would get quite a bit of confrontation in PvE. I'm all for making it so that you don't have to listen to spammers, jerks who scam, people who insult others on public chat, and people who just make it downright aggrivating to play the game (we have enough of those already) but I think it's a lot better that they get there account banned instead of having their chat suspended. (ie. if they keep repeating it on multiple accounts then they suddenly have about 15 accounts banned at one time.
however I am all for banning a specific IP address, that way they can't just jump to another account.

First off, using IP address? That is just plain hilarious. It is so easy to change IP address nowadays.
Second, simply using in-game gold to pay off penalties wouldn't work. They'll just factor that in as part of their risk portfolio. If a person want 10mil total in 10 installments of 1mil, but knowing 1/10 chance he may get caught and pay a equal fine, he will simply buy 12.5mil in 10 installments of 1.25mil to get his gold and cover his fine. The only change is you just helped gold sellers to get even more sales.

I want to see a Prison Island ! If you're a rule breaker and found guilty, you're teleported into a prison cell. You can't map out from here either, and /resign would just take you back to prison map. No escape for the wicked!
This would be a small explorable map so you could use skills. However, all prisoners and visitors would have custom skillbars. Prisoners can only brawl with each other this way.. and visitors could throw tomatoes at prisoners :P
Did I say visitors? Of course you could watch the prisoners, or their corpses after they killed each other. Throwing tomatoes should work on both living and dead prisoners though :P
