Using Skills

Is there a way either changing options or an addon that can let me hotbar more than 8 skills to use?

um, no. thats like a fundamental part of the game.

Now... there are skill templetes that allow to change between sets of 8 skills anytime in a town. But no way to use more then 8 skills at once.

The point of the game is that you are restricted to 8 skills while out in the field, and the strategy/planning of which to take.

Nope, as others have said it is part of the game, there isn't anything that can be done to obtain more skills on your bar.
