Is it just me or is Disrupting Accuracy basically useless? Can someone please explain the use behind this skill?

Its not that bad, it can still interupt a fair amount of times on a ranger with maxed out marksmanship, and GFTE! as Wakka says.

But it excels when giving to an Assassin with a bow:
