You can potentially get max damage/stats weapons of any rarity from any monsters toward the end of the game (sorry, lvl 3 devourers, don't tend to drop max gear). One of the unusual things about GW is that while the rarer a weapon the higher its chances of being good, even common weapons can have max stats. Depending on what kind of weapon you use, the max stats are different - in your case, you're probably using either a wand or staff, both of which have a max damage of 11-22. However, weapons also have mods, which you can find when you identify magical weapons and which you can also put on them yourself (you get mods by salvaging them from other weapons or buying them). Magical weapons can also have either an inscription OR an inherent mod; inscriptions can be modified like other mods, inherent mods can't.
Bosses in Factions, Nightfall, Eye of the North, and certain areas of Prophecies can drop unique "green" weapons, shields, and focuses, which are simply unmoddable Req 9 items that do max damage and have a predetermined set of maxed mods. (Note - in NF and Factions, there are bosses in the beginning areas that drop non-max greens) Also, bosses have a better chance of dropping rare items.
As far as what to do other than PvP, there are a lot of titles you can try to earn for various in-game achievements. For example, there are titles for beating all of the missions in a campaign with the bonus goal, for capturing all the elite skills in a campaign, for opening a lot of chests, for identifying a lot of rare items, and for drinking a lot of alcohol (<--- ^^)
There are also a handful of difficult, "elite" PvE areas that tend to drop better, rarer, and more valuable items and offer experienced players a real challenge. (In Proph, the elite area is Sorrow's Furnace, and also the Underworld and the Fissure of Woe, which are accessible from all campaigns).
Finally, after you beat the final mission in a campaign, you can go back and play any area of that campaign on "Hard Mode", which essentially increases the numbers, power, level, and speed of all the monsters in a given area in return for dropping MUCH better loot. Hard Mode is a challenge for even the best players, and offers replayability of areas you've already cleared in normal mode.
Oh, and don't forget the massive numbers of side quests offered throughout the game as you progress, and the ability to create a new character and play through the game again as a different class. (While the story is the same, the gameplay varies enormously between classes)
