For all the people who don't have BMP.

Can't we just buy completed books off people? Since we can still access the traders at LA...

Nope, the books are customized. If you don't have the BMP, you are completely out of luck.

everything is customized. Even the blue weapons for RP.

The thing I don't get is why we have to "authorize" the books afterwards. I mean, what's the point of recustomizing them if they start out customized?

To turn them into an item that the collectors (the scribes) want to trade something for. If the authorisation process wasn't there, there would be no way to tell if you were trading a completed book for weapons, or an uncompleted one, since they are essentially the same item.

I think what he is getting at is why not simply update the book once you complete the mission, rather than having to talk to the guy then turn them in.

Actually it does update the book and add additional pages (4,5,6) after you complete the mission. Probably just an extra step to add meaning to the process.

Regarding the additional pages, here is what wiki says:
