Can anyone tell me where to get a hall and the benifets of it

Talk to a Canthan Ambassador. You'll need a Celestial Sigil to buy a hall.

Look at the the article on Guild Hall to see the benefits.

If you mean the Hall of Monuments, you'd need to get the GW:EN expansion. If you have GW:EN, the HoM is accessed from the Eye of the North outpost. The HoM doesn't appear to have any real benefits. ANet does say that some of the stuff you will be able to get in GW2 may depend upon what's in your HoM, but that's probably just more skins, etc. - nothing really special.
