Does the 15^50 bonus just give it to the actual staff as in wanding the enemy or does it boast spell power as in mind freeze?

It does not effect spell damage, only damage your staff causes. Although I have seen an argument for 15^50 mods on spellcasting weapons I have always found energy5^50 or HCT inscriptions to be far, far more appropriate. As I see it, if you're having to wand enemies as a caster, you're not doing it right.

I use a 15% while enchanted mod on a spawning staff when i use a spirits strength build on my Rit. I use dagger attacks mainly but if someone kites and i can't prevent it i'll quickly switch to a staff and hit them as they're running. Quite often it's enough to kill a squishy if you hit them 2-3 times @ 60-70 dmg per hit.

A 15^50 mod would work in a similar fashion although less reliable. It's a very uncommon need though. +energy or HCT are usually vastly more useful.

Ah this brings back memories, I once asked a guildie whether I could boost the damage of Earthquake with a 15^50 sword and from then on everytime he made a mistake and I laughed he would just say "Fifteen fifty Earthquake" and that'd shut me right up.

15^50 on a wand/staff is pointless. You do your damage with skills, not the weapon you are holding.

Typical, out of 6 replies (counting this one), only 1 actually answers the OP's question, and even he can't refrain from commenting upon whether a 15^50 should be used on a staff. No wonder these threads get so bloated with useless junk.
