i have been playing guild wars for a while now and have nevere had the guts to try this, i was wonderin if i deleted one of my characters and keep the armour in storage then make a new char with the same name if i wud be able to use that armour ??

nope it wont work, so dont try it, unless you want useless armor pieces dont try it.

No, its not. Its game balancing. Otherwise people would ruin the economy with PvP weapons/armor. This prevents people from gaining runes, inscriptions, mods, ect. for free.

Armor on PvE characters is rather easy to obtain max. The only reason to delete a character and make a new one with the same name would be for titles.

Um, in a word - no.

It could simply be that he doesn't like the "look" of his character. The only way to change the face, hair style, etc. (and sex) of a character is to delete it and start over. Been there, done that.
