do 7 repaetable quests for book turn it in and get 6000 rep pts for 2- 2 1/2 hrs of work. There may be faster ways but this works pretty good... EXp + gold + rep pts....

Off the top of my head though, you could turn in books, do the path of revelations quest (i think it's called, where you fight lots of bosses one after the other), or just repeatedly clear varajar fells.

I found it better to clear Drakkar Lake to farm norn points...

We usually clear Varjar Veils (up to 251 enemies) and then kill the bosses. This gives us about 4000-8000 points depending on the bonusses. If you do it properly you can keep up hunt rampage all the way to the bosses of the Path of Revelations quest which will net you at least 7000 points.
We take about 40 mins with 3 man ursan + support in Hard Mode.

Probably Olafstead but I've never seen any groups. I always do this with a few guildies. I only have to get 15.000 more points and then I'm rank 10 
If I don't forget I'll post a screenshot of the route we take. It gives around 260 kills and a constant flow of enemies to keep the Hunt Rampage up.
