Primary/Secondary skills gotten thru pve progression

I want to unlock skills for my account in the elementalist and monk professions. I was wondering, do I need to have a primary monk AND a primary elementalist to have access to unlock all of their skills, including the primary attribute based ones? Can I just make a Mo/E or E/Mo and still be able to get EVERY skill for both professions?
