Why are Paragon weapons conditional on Stances?

One third of collector Paragon weapons and shields have mods that are conditional on Stances. +45hp in a Stance.

The issue is that Paragons have no native stances, they need to have P/W, P/R, P/Me, P/D to have a stance. Is there an oversight here? Or is the funnelling intentional? Are those spears and shields for others?

Why aren't they more generic? There are a heap more conditionals around.

While Paragons also do not have Enchantments, the +45hp when Enchanted, I can understand. A party member can always cast an Enchant on me.

It is just how it is mate....

They can't just have non-conditional 15%
They do have 15>50
They can't have 15 while under a shout, because that is basically non-conditional.

Yeah, the funny thing is that there aren't any 15\/50 and when hexed and stuff either.

But them are usually left out of any discussion and are ignored 90% of the time.

I found many of the collector weapons in Elona and Eye of the North to be completely useless. It's like it's ANet's attempt to try to make really horrible inscriptions popular. For example, there is a collector in Darkrime Delves who I think requires some form of Jotun-related carcass. He gives you Energy +7 (while hexed) weapons. Collectors in Elona which give you 15^50 staves and HCT (10%) martial weapons also annoy me. In short, there aren't that many collectors who give away weapons with really good mods.

Cantha is an exception. In general Canthan collectors are really quite good, and a couple have unusual items, such as a Gemstone Staff which requires Domination, but has HCT Inspiration. Cantha ftw, just a shame they don't have Paragon Weapons.

WHY, ANet, WHY?

I think a better question is, why do monks and necros have stuff like 15 in stance on collectors weapons. They have no stances, and they don't even need the damage.
