How to go to zen daijun with foreign char.

I took my paragon to the starter island and completed minister cho's estate. Went back to the seitung harbor and the guard won't let me out into the explorable area to get to zen daijun. Which I need inorder to finish the protector title for cantha.

Anyone have any ideas? Is there a quest somewhere that I have to take to get there?

No quests are needed. Apologies for being a little rusty on the names, but you just have to exit from Seitung Harbor into _____ Bluffs, through the cave in the northeast corner, and into Haiju Lagoon, and from there travel south/southeast until you get to the entrance to Zen Daijun from the other side. Then you are all set to do the mission.
